    I dont understand how the head of the police would act as the town crier and watch man. What is the meaning of a watch man. why cant their be other people who would act those portfolios.

    A watchman is someone who guard properties i.e. city, building etc.

    The Sarkin Yan Doka as the Chief of police is in charge of guiding and protecting the city at anytime of the day.

    He acted sometimes as a town crier mostly during an emergency because information can be easily pass through him as he has his men allover the city who can help in passing out the information within a short period of time.
